new questions about general david petraeus' resignation and more on the threatening e mails his biographer allegedly sent to another woman. good evening, the fallout continues tonight, following petraeus' resignation. nbc news learned the woman who first contacted the fbi about threatening e mails from the general's biographer is a close petraeus family friend. kristen welker has more on when it be cam pcame public. >> reporter: according to a close friend of david petraeus, jill kelly come planned to fbi agents about being harassed by paula broadwell, petraeus' biographer. petraeus' downfall started when kelly complained to the fbi that she was receiving e-mails from broadwell. multiple officials tell nbc news

the e-mails led to the discovery of others between general petraeus and broadwell and were indicative of an extramarital affair. >> my first reaction was disbelief. >> petraeus' former spokesperson and served with him in iraq and spoke tine petraeus twice this weekend and said his former boss is remorseful. >> in his word he screwed up. >> reporter: senior law enforcement official told nbc news that fbi officials interviewed petraeus. today members of congress are asking why the fbi did not inform them or the president sooner. >> this is something that could have had an effect on national security. i think we should have been told. >> this comes as we are learning more about the days leading up to petraeus' resignation. house majority leader, eric cantor said he was tipped off about the situation, however the president first learned about the incident on thursday. the day petraeus offered his

resignation. a senior law enforcen't official says the agents called to a congressional staffer had no effect on the petraeus/broadwell investigation or the timing of the disclosure. still lawmakers say there are a lot of questions that need to be answered. >> it has been going on several months. now it appears that they're saying, the fbi didn't realize un,000 till electitil election t rpelt -- petraeus was involved. >> the timing of this had nothing to do with the election. the fbi didn't notify the administration until after the investigation was complete because it didn't know what it was dealing general petraeus was to testify about at taken benghazi. general petraeus went to libya to conduct an investigation last month. there is speculation he will still be called to testify.

area. the agency maintains that it is more than 5,700 volunteers in the region who handed out nearly 5 million meals and snacks to people in need. and some four-legged friend are having a rough go of it in new york and new jersey. many of them left behind when evacuation orders were given. some of them rescued. many are still in shelters. that's because their owners are also in shelters. that don't allow pets. officials to tackle its biggest challenge before the end of the year. avoiding the fiscal cliff. lawmakers can't compromise on spending cuts, taxes and entitlement programs it could lead to a recession. the consequence if they dent make a deal by january 1. some economists say uncertainty now, says it will be a drag on the economy. >> if three or four weeks they're not making progress you will see anxiety and nervousness
